Ushered in a new Soviet era by pursuing policies of political openness, free speech, and economic reform (glasnost and perestroika) . He started these reforms mostly because the Soviet economy was in complete shambles, with food shortages becoming a normality. In addition, Soviet factories could not compete with Western economic empires. The war in Afghanistan had severely crippled Soviet resources, and the US military buildup had shown Gorbachev that the Soviet Union was clearly no match for the US. Gorbachev realized that the country could not continue on the path it had been traveling on.
