This act of Congress is an example of many far reaching legislation passed by the Republican Congress during the war years. The Morrill Land Grants (not mentioned in Kennedy) gave large parcels of land to states agreeing to start agricultural colleges. This federal action spurred mid-western to become the most agriculturally productive region on earth.
