Jefferson and James Madison, two Virginians who were by 1800 opposed to Federalist policies, responded to the Alien and Sedition Laws passed by Federalist Congress and signed by Federalist President John Adams. Each wrote a resolution that was passed by Virginia and Kentucky legislatures in which they argued that States had the right to declare an act of Congress unconstitutional or "null and void" in a state.
