In September 1939, Roosevelt the president of United States persuaded congress to pass a "cash and carry" provision that would help any nation to buy arms from U.S as long as they paid cash and carry them on their own ships. He thought that this was gonna help France and Britain to defeat Hitler but also keep the United States out of war.
