The year before, in 1954, the Supreme Court made the decision of the Brown vs. Board of Education case, which made racial segregation in schools illegal. But, the majority of all - white schools throughout the U.S. had not followed this ruling, still not integrating whites and blacks in their schools. The Court ordered that all schools need to integrate their students gradually over time. This court case also set the rules as to what schools needed to do in order to desegregate, and it explained how the government would make sure that schools would desegregate.
