China appealed to the signatories of the Nine-Power Pact who agreed to hold a conference in October 1937.
- no action was taken in the end.
- Spain offered little support with sending a note to China in solidarity.
- The only country which did pffer conciliation to Jiang Jieshi was the Soviet Union (See non-aggression pact)
