Anatoly Krylenko officially reveals the concept of "Shared Sovereignty" at the 27th Congress of the Communist Party of the Soviet Union. This concept extends the Perestroika work that he has been doing since taking charge. He also embraces the concept of Glasnost, in order to ensure that the Union remains strong but modern.
