Clay proposed that CA enters as a free state, slave trade is abolished in DC, strict laws be established for slave recapture, and Mexican territories status get decided by popular vote. Calhoun didn't want it because it was't pro-southern enough, Seward didn't like it because it allowed the continuation of slavery, Fillmore was fine with it, and Webster was too.
