Descripción:

- elected every 5 years into Parliament:
- Reichsrat - upper house
- elected based on 18 German federal states (e.g. Prussia, Saxony, Bavaria etc.)
- Reichstrat is meant to supervise Reichstag to ensure that regional interests are taken into account
- veto power over any laws
- **Reichstag - lower house**
- elected based on proportional representation ( **directly proportional**)
- **one seat is rewarded per 60,000 votes**
- if party gets less than 5 precent it is equally distributed to the winning parties not directionally proportional (system in Poland)
- the size of Reichstag varies from around 420 in 1919 to over 600 in 1930s
- this results in political fragmentation and the need to form coalitions of 3 or more parties

- President
- elected every 7 years, head of state and of the German army
- appoints the Chancellor (PM)
- can invoke article 48 —> the state of emergency, then the pm and president can adopt law by decree (meaning they do not need to go to the Reichstag, they can sign the law in by themselves)

- Chancellor
- appointed by President
- proposes law to the Reichstag, but needs the majority
