The Resettlement Administration was created in 1936 but later the FSA replaced it. This Administration loaned more than $1 billion dollars to help tenant farmers become landholders and establish camps for migrant farmer workers. they hired photographers to take many pictures of the rural towns and farmers and used them to create a pictorial record of the difficult situation in rural America.
