The London Naval Conference of 1930 was a continuation of the efforts by global powers to further the disarmament programs of the earlier decades. Similarly to the Five-Power Treaty of 1922 as a result of the Washington Naval Conference, the London Naval Conference was focused on placing restrictions on the number and size of naval vessels. Once again, the United States, the United Kingdom, France, Italy, and Japan were signatories to the treaty. Japan signed onto the treaty as a gesture of goodwill towards the western powers and to avoid antagonization. Furthermore, ensuring that a naval arms race did not occur ensured that the Japanese would have government spending freed up for other projects, especially in light of the Great Depression.
Japan maintained its position as a partner in the region, one which was willing to come to a diplomatic agreement. Furthermore, Japan was in no position to begin a naval arms race against Britain and the United States so the London Naval Conference was reassuring for the Japanese that the margins of naval production weren’t growing against them.
The consequences of the London Naval Conference were a continuation of the pragmatic and realpolitik approach to diplomacy that the Japanese government had taken since the end of the First World War. In that regard it wasn’t very consequential, however it did spark a negative reaction from the more radical and militaristic sections of the military. As a result of the Great Depression, radicalization was becoming common and the Army and Navy were dissatisfied with the lack of expansionism. This London Naval Treaty was another piece of evidence that proved that the civilian government was not going to pursue the expansionist agenda of the military and that perhaps the military would have to take matters into its own hands.
Japan achieved its goals in the negotiations of the London Naval Conference of 1930. They recommitted to peace and security in the Far East and agreed to cooperate with the other four powers on this issue. Furthermore, with this agreement, the Japanese Government could redirect their attention to the civilian sector which was suffering greatly under the Great Depression. However, they still were forced to accept a smaller sized navy in comparison to the British and Americans. Hence the London Naval Conference receives a 8/10.
