In April 1894 the Donghak Peasant Rebellion erupted in Korea leading to instability on the peninsula. With the situation seeming dire, the Chinese Qing Dynasty approved the mobilisation of troops to enter Korea and support Joseon against the rebellion. Japan accused China of breaking the Convention of Tientsin by not informing the Japanese government of its decision to send troops.
