At the Overwatch Headquarters in Switzerland, Reyes discusses the issue with Morrison as they place Overwatch flags on those who died during the bombing of the Blackwatch facility in Rome.

Morrison states that they'll launch an official investigation with the Italian government, but Reyes tells him that his approach of "by the book" isn't working, and that Antonio will weasel his way out of any proceedings launched at him. He tells Morrison that he wants to apprehend Antonio to interrogate him, but Morrison points out that if such an operation were sanctioned, it would be a violation of Italy's sovereignty, and would erode the public trust in Overwatch.

Reyes agrees that, at least officially, Morrison could never do so, but Blackwatch could get it done with no one the wiser. Morrison leaves the final choice with Reyes, but asks him to seriously consider if it will help Overwatch keep the world safe in the long run.
