On the 27th day of the King's Row Uprising, Gabriel Reyes sends Jesse McCree to London against Morrison's orders to keep an eye on the omnic uprising. There, Reyes monitors him. McCree informs him that Null Sector is holding Tekhartha Mondatta, Mayor Nandah, and a hundred other prisoners in a power plant. McCree tells him that if they want in, they need to blow open the doors, as it's walled off, as well as get past the air defenses.
Jack Morrison and Ana Amari arrive, and Ana asks what McCree is doing in London. Reyes says conspicuously that he's investigating the situation on the ground. Ana informs him that Overwatch is not supposed to be operating in London, especially after Blackwatch was suspended. Morrison asks if Reyes is hiding anything else from him, and Reyes says there isn't.
Morrison then inquires into Null Sector. Reyes says Overwatch has always had a blind spot when it comes to omnics, as Null Sector has been around for a while underground. They're fighting for omnic rights, but they're extremists that will do whatever it takes. Amari corrects him, calling them terrorists. Reyes says they have support, especially with the way they're treated in the UK. He says that omnics built their cities and did jobs people couldn't, but in return they have no rights or citizenship. Reyes asks rhetorically what they expected from the omnics in the first place.
Morrison finds out that Overwatch still isn't authorized to operate in England, which Amari is indignant toward. Reaper says sarcastically that it sounds like the Brits have the situation under the control, and subsequently leaves them. Morrison gets a call from Director Petras, but decides to keep him on hold and take the call in his office instead. Morrison and Amari take a walk through the base. Morrison observes that Amari wants to get involved in London. She says she didn't say that, but thinks that it should be their choice. Morrison says he isn't sure Overwatch can take another PR nightmare, but Amari says that it doesn't mean they shouldn't do anything. Morrison stops by the training facility, leaving Amari.
Winston and Dr. Ziegler watch over Tracer's training at the Overwatch Headquarters. While she's sparring with Blackwatch agent Genji, Jack Morrison checks in and Ziegler says that they don't know much about her condition, but says she believes she's fit for active duty, as long as there aren't any setbacks. She says they'll have to continue monitoring her to see how she copes, as "time travel isn't an exact science." Morrison asks Winston if anything's wrong, and Winston responds with nothing too serious. Morrison asks what he means, and Winston says there are a few reliability issues to work out with Tracer's chronal accelerator.
Tracer manages to take down Genji, and Morrison comments that she's "not bad." Ziegler asks for an update on the situation in London, to which Morrison says that the Prime Minister has forbid Overwatch from intervening. Ziegler calls the Prime Minister a fool, saying thousands in King's Row need medical aid. She says that once Null Sector have taken over more of the city, it'll be Egypt all over again, and she says they don't have the resources to deal with another humanitarian crisis. She says that situations like in King's Row are what Overwatch was made for. Instead of wasting time in the sidelines, they could be saving lives. Morrison says he doesn't disagree, but he can't do anything with his hands tied. Ziegler tells him that the excuse isn't good enough, as a lot of people are going to die. Morrison acknowledges it and says to tell Tracer he'd like to speak with her when she's finished sparring with Genji.
While he waits, he broods in his office, reflecting on the situation at hand. In truth, he wants to end the crisis in London, but feels tied down by bureaucracy and increasing pressures calling for new leadership. Tracer arrives shortly. Morrison comments that most people in her position would give up after the accident she was in, but he's impressed that she's sticking with it. He plans to discuss her desire to be promoted to active duty, with which he has concerns, but Tracer stops him when she notices news footage of London under attack by Null Sector. She asks why they haven't gotten involved, and Morrison informs her of the UK PM's decision not to get Overwatch involved. Tracer says indignantly that London needs their help; she's seen the news, and there's no reason to think a few more weeks will change anything, as by then the hostages could be dead. If they don't do something, it'll only be the beginning. In a month, Null Sector has undone all of the progress London has made in human and omnic relations, and have destroyed thousands of years of history.
Tracer tells Morrison that the reason she decided to leave the Flight Test Program and begin training as an Overwatch agent was because she believed she could figure out her condition and become an asset to the organization and make it a better place. She says she fought to survive, and is willing to fight for the world, too. She acknowledges that she may be out of line, but she doesn't apologize.
Morrison reflects on the Omnic Crisis, and how it's the reason he enlisted and signed up for the Soldier Enhancement Program. He says that Overwatch was the only way to prevail in the Omnic Crisis, more so than politics, management, and ego, and says that they had to be given the chance in the first place to succeed. Tracer says that they still have a chance. With that, Morrison dismisses her and reflects on a picture of him, Amari, and Reyes taken during the Omnic Crisis. He's called again by Petras, and he at first accepts it, but then decides to call him back, having been moved by Lena's words and decided to send agents into King's Row against orders.
