the North Atlantic Treaty Organization (NATO) was formed in 1949 by America and 11 other countries out of fear of further communist expansion as a result of the Soviet Union and the pressure it was placing on European and American democracy. Truman was the President at the formation of NATO and emphasises that US foreign policy at this time rose out of fear of communism.
