Four members of the Council of Ministers meet to discuss and draft the ending of travel regulations out of the GDR and East Berlin. Their aim is to maintain the international-political status quo by create a regulation which does not require tedious state approvals for travel documents while also allowing citizens to return to the country effective 10 November, 1989
