The consequences of decades of austerity at universities were overcrowded lecture theatres, dilapidated buildings, poorly equipped libraries and an increasing mismatch between the number of students and the number of those responsible for their care. In addition to overcrowded events, this meant in particular a huge burden of examination for the teaching staff, along with rising expectations of the "quality" of the training. While educational programs indicate that teaching should be the focus of attention, in the 1980s professors were increasingly measured by their success in attracting third-party funding. Instead of further developing the unity of research and teaching, both were played off against each other.
