Louis XVIII was appointed by the Quadruple Alliance to lead France after Napoleon's first defeat. He was a member of the Bourbon dynasty. He tried to gain early support by passing the Constitutional Charter, which accepted many of France's revolutionary changes and guaranteed civil liberties. It protected economic and social gains made by the middle class and peasantry, permitted some artistic and intellectual freedom, and created a parliament with upper and lower classes. However, Lulu lacked magnetism and Napoleon was able to gain support when he came back. After Waterloo, Lulu was reappointed, and France was required to pay 7-- million francs, lost a bit of territory, and was required to support an army of occupation for five years. He continued the Constitutional Charter's freedom, and continued it until his death.
