Nerva, Trajan, Hadrian, Antonius Pius and Marcus Aurelius. Praised because they all adopted a heir. Some changes these men make are instead of only putting citizens in the army, some of them could do administrative jobs for the state. Under Trajan the Roman empire became the largest and Hadrian wanted to maintain this. There were a few revolts by the jews in the East which caused numerable deaths on both sides, the jews were then exiled from Judea. since the empire was stable non-citizens wanted to join the army, citizens could lead their normal life and non citizens could gain citizenship.
