Charles I rarely called on Parliament, and when he did, he asked for funds to fight certain rebellions. So, when Charles was in need of aid to eliminate the Irish rebellion, Parliament refused to help. Both sides created an army, and Parliament's army (New Hope Army) ended up defeating Charles'.
