Saddam Hussein wanted to reassert Iraq's sovereignty in the banks of Shattal-'Arab. Iran's only allies were Libya and Syria, while Iraq's war effort were financed by Saudia Arabia, Kuwait, other neighboring Arab states, and supported by the United States and the Soviet Union.
