Caterine was the wife of Peter III, who was unpopular and assassinated, beginning her reign.
Catherine the Great called upon the Legislative Commission and initiated many reforms such as a new law code, freedom of speech, improved education, and religious toleration.
However, after the Pugachev Rebellion, she was less inclined to provide her subjects with freedoms because they were seen as the potential tools needed to overthrow her.
After the rebellion, in 1785, Catherine the Great issued the ‘Charter to the Nobility’ which gave nobility greater control over their serfs and land, ensuring the nobility favored her rule.
This marked the decline of her reforms and arguably her enlightened rule.
