It was brought together by Pope Paul III in hopes of helping push back the Protestant reformation. It was the biggest part of the Counter-Reformation, and was mainly in place to combat the German reformation with Luther. It didn't reach many places except the HRE because they weren't willing to compromise with the protestant churches.
