The SARS outbreak in China and Hong Kong sparked a series of government reforms, as the belated reaction to the spread of the disease highlighted the government’s lack of foresight. Although the first case of the disease was reported in early 2002, the government did not construct a contingency plan until late April. By that time the disease had spread to Hong Kong the other areas of China. After SARS was no longer ruled as a threat, the Chinese government increased its standards on contingency planning, with a task force dedicated to this purpose.
