1968
The Kerner Report released, which among other things urged establishing mechanisms to address grievances with the police.

1971
The Louisville Urban League lobbied for the creation of a Civilian Police Review Board along the lines of the Kerner recommendation, but this failed due to protest from the FOP. However, because of this pressure, a formalized program was created to collect civilian complaints and help civilians navigate the process.

1999
Police officers shot and killed Desmond Rudolph. Outcry followed and the idea of a civilian review board gained traction.


2000
The city’s Board of Aldermen passed an ordinance to create a “Civilian Police Review Authority” with subpoena power.


2001
In May a judge struck down the ordinance’s subpoena-power clause, effectively killing the board before it could operate.


2002
In December, shortly before the merger of city/county government, the police shot and killed James Taylor, sparking protests.


2003
In response to that killing, the city created the Citizens Commission on Police Accountability. It reviews closed investigations and makes recommendations, but lacks full investigative powers.


2020
After the killing of Breonna Taylor and following community demands, a working group was formed to develop a stronger civilian oversight mechanism (including talk of subpoena power).
