Peter the Great desired to transform Russia into a great military power on the model of Western European Lands. He reformed the army, began the construction of a new navy, overhauled the government bureacracy to facilitate tax collection, and commanded aristocrats to wear Western European fashion while also building St.Petersburg to serve as a seaport and capital.
