Less so that Moon teaches them how to farm - in this AU the Scavengers already understood the basics of agriculture, but most scavengers couldn't use it due to the constant rain that crushes their crops. Moon just lets them use the agricultural districts in her city which are no useable again because Moon is directing water to the city whilst Pebble's neglect left Metropolis in a drought.
