Descrição:

Kiegon wanted to reorganize his army, under a close tight knit Mafia. Although still technically considered the Paper Army, there is slight difference in structure, culture and control. Structure being more tight knit with a Catholic culture, and Italian accent. Kiegon tried to form this but was killed before it could gain any significant control. It is characterized by an anarchic system due to the absence of Kiegon. Once Kiegon left the war the Mafia fell apart.
