 Shortly after declaring independence the 13 states needed a national government
All 13 states ratified a constitution in 1781: Articles of Confederation
Established the U.S. as a republic with elected representatives
Weak National Government
Articles created a weak national government on purpose: a loose confederation in which 13 states held most of the power (to protect their authority)
No executive or judicial branches
Only one body of government: Congress
- each state had 1 vote in Congress
- Congress could declare war, enter into treaties, and coin money
- had no power to collect taxes or regulate trade
- passing new laws was difficult because 9 of 13 states had to approve
- produced problems: national government needed money but could only request contributions from the states
- several states issued their own money and/or put tariffs on goods from other states
