The Reign of Terror was when the French government ordered the arrest and execution of thousands of people that they believed were enemies of the Revolution. The French government was dominated by the Committee of Public Safety, led by Maximillian Robespierre and Georges Danton. The power vacuum created after the Reign of Terror led to the creation and the coming into power of the Directory.
