At the beginning of his presidency, Reagan referred to the Soviet Union as the "evil empire" and the source of all evil in the world. Including the biggest peacetime military buildup in US history, Reagan made it seem to the American people as well as the world that relations between the US and the USSR were only going to get worse. He even came up with SDI, a program that could take down Soviet missiles before they came to the US, if launched. This is all vastly different from the end of his presidency, when the US and Soviet Union began talking to each other and working on peace.
