It is hard to define when Britain and Germany took the baton from France and became the epicenters of culture in Europe. But we can easily say that until the turmoil of the French revolution and Napoleon were over they both had other pressing matters in their hands. Therefore we'll take the death of Napoleon as the beginning of the observation of that and the Industrial revolution.

Fun Facts:
The earliest recorded use of the term "Industrial Revolution" was in July 1799 by French envoy Louis-Guillaume Otto.
While in his 1976 book Keywords: A Vocabulary of Culture and Society, Raymond Williams states in the entry for "Industry":
