The Union of Soviet Socialist Republics, or USSR, existed in this time period. The USSR was the final time the Rabisu managed to control a human nation-state before their departure from Sol. Using the host Josef Stalin, and then some selected puppets, the Rabisu leadership managed to reinvent space flight as humanity entered it's space age.

With the success of human technology in engineering space flight, the Rabisu felt ready to achieve their goal of searching for newer hunting grounds with easier prey. They just needed to wait for the right distraction they could use to mask their escape...
