Western Rome is a continuation of the Roman Empire, West Rome kept Rome (City) but didn't have much eastern of Rome after Rome split in 395 after 100 years of division, West Rome fell because of loses of political stability and losses on the battlefield against Germanic Tribes like the Goths et cetera.
