According to the Act of Settlement of 1701 (which forbade Catholics from being ruler), Queen Anne was succeeded by George I, a German unpopular with the people. Parliament gained more independence. The constitutional effects of the Revolution of 1688 were temporary, and the Whigs and Tories began to dissolve. The government and Anglican bishops close to it remained Whig while men further from the government formed a new party.
