Roman territory organized as the Exarchate of Ravenna, overseen by Viceory appointed by the emperor in Constantinople. Ravenna and Venice were connected only by sea ports, and isolation gave Venice increasing autonomy. New ports are built. Its power in northern Italy dwindles in the late 1600's, at a time when the earliest central governing committee of the lagoon islands forms.
