Philosophy: The idea of reformation was only thought of for younger people, so the Elmira Reformatory only accepted first offenders between 16-30 years old.

Other Info: The Elmira Reformatory was deemed a failure, although many of the principles it established are still around today. Some of these include indeterminate sentencing, parole, trade training, education, and the primacy of reformation over punishment.
