Increased use of incarceration during War on Drugs, as a result private businesses saw an opportunity for expansion. In 1984, the Corrections Corporation of America (CCA) was awarded a contract to take over operation of a facility in Tennessee. The privatization of prisons results in racially disproportionate mass incarceration.
