In 1943 the Director of the Park and Planning Commission announced that they acquired 50 lots to complete flood control of the Watts Branch, noting that it regularly overflows its banks after heavy rains. This project extended the Watts Parkway from Minnesota to Division Avenue and was said to eliminate the necessity for storm sewers in that section saving the District one million dollars.
