Yeltsin decided to carry out constitutional reform, so he dissolved the Congress of People's Deputies and the Supreme Soviet. However, according to the Russian Constitution, he did not have the right to do so. Russia's Constitutional Court has declared Yeltsin an illegitimate president. Therefore, representatives of the Congress of People's Deputies and the Supreme Soviet impeached Yeltsin. Alexander Rutskoi became the acting president. Yeltsin became angry and sent tanks to Moscow to bombard the Supreme Soviet building. On 4 October the deputies of the Congress and the Supreme Soviet were arrested.
