Stalin replaces Lenin's plans with a series of five-year plans of state-organized industrialization. Stalin's plans hit the Russian peasants the hardest, causing around 25 million individually-owned farmsteads to combine into state-owned farms. Resistors were fought with military troops and OGPU (political police) units. Kulaks, or resistant peasants, were collected in large numbers and were shot, exiled from the country, or forced to work to death in labor camps. Stalin's policy of Collectivization caused the Holodomor famine in Ukraine which was compounded by his policy of exporting grains that could have helped during the famine. Around 10 million people perished as a result of collectivization.
