The greatest foreign policy threat to the U.S. was Islamic extremists that were intent on waging a religious war agains their enemies, namely the U.S. Despite the U.S. foreign policy of targeting and killing terrorists every opportunity possible, attacks on the U.S. such as the such as the bombing of the USS Cole which killed 17 sailors persisted. The U.S. could not find a military solution to the issue of terrorism.
