Song is about some sort of teen revolutionary spirit (as the name implies), but it lacks any real agreed upon meaning due to the incoherency of the lyrics. Nonetheless, the song is super upbeat and this matches the 90's as generally a good time, at least economically (bad things obviously happened but many people view the 90's nostalgically as the US was the worlds sole superpower, the economy was good, and we had a budget surplus.
