Alice Paul and NAWSA president Carrie Chapman Catt shared the goal of suffrage, but had very different strategies. Catt concentrated the NAWSA on state campaigns, while Paul wanted to focus their energy and funding on a federal Constitutional Amendment. NAWSA looked to President Woodrow Wilson and his party members as allies, whereas Paul held Wilson responsible for the women’s disenfranchisement, one of the Pankhursts’ tactics.
