The war on terror was an international military campaign. The war on terror was launched by the US government after the attacks on September 11th. George Bush stated, "Our enemy is a radical network of terrorists and every government that supports them." They used the term war on terror because it wasn't an official war agaisnt a country but groups of terrorists. The war on terror also included the Iraq war.
