The nothing-works philosophy contributed to new sentencing schemes, such as mandatory minimum sentencing provisions and truth-in-sentencing requirements. Together with the growing popularity of “three-strikes-and-you’re-out” laws, these sentencing rules affected prison populations by substantially increasing the average time served by offenders before release.
