After Kerzone, Heavydee assumed power as GMOTO. With the new era of stability and a positive outlook, the Order become more experimental with their projects.

This period featured perhaps the greatest council and extensive growth of democratic proceedings and changes to group structure.

The period is also referred to as the 1st Reign of Lords, because a ton of people from the Lord Brotherhood rose to prominence.

With Lord_TheRat and Lord_Banshee, JO influence in TGR skyrocketed and the Order was rather autonomous. Jedi were allowed back into RSC and C1/C2 positions. Moreover, the Officer Academy was bypassed.
