The Kellogg Briand Treaty (also called the Pact of Paris) was created to forsake war and declare it illegal. The document was signed by 62 nations, but it had no means of enforcement and allowed defensive war. The plan had very little chance of effecting world peace, especially considering that the League of Nations lacked the U.S. and that Western Europeans, the U.S. and Japan were extremely competitive economically. Frank B. Kellogg, U.S. secretary of State under Coolidge, signed the document for the U.S. but was under no illusion that the U.S. would be bound by it. Kellogg Briand and the Stimson Doctrine, (named for Henry Stimson, U.S. Sec. Of State under Hoover) both demonstrate the U. S. commitment to isolationism.
