Every 3 out of 5 enslaved people would be counted as a part of the state's population for representation in Congress and taxing purposes. This Compromise helped lead up to the Civil War because it gave slave states the disproportionate political power in Congress. Allowing them to significantly influence national policy regarding slavery.
