It was the illegal use of funds in 1987 by members of President Ronald Reagan's staff as they continued to send covert, or secret, funds to the contras despite the ban congress made against military aid to the contras.
Contras were a member of a guerrilla force in Nicaragua that opposed the left-wing Sandinista government 1979–90, and was supported by the US for much of that time.
